Contracts ultimately cost government income.

A union boss says the issue of zero-hours contracts needs to be addressed in Eddie Teare's next budget.

The Treasury Minister will set-out his plans for the final budget of this administration on Tuesday February 16th.

Eric Holmes of Unite believes the private sector is sometimes reluctant to provide workers with more than 16 hours a week.

He thinks it's a loophole that is costing the government.
