Former MLC peruses Lisvane report

Proposals to reform Legislative Council would prevent MHKs transferring from the Keys directly to parliament's upper house.

A root-and-branch review of the Island's parliamentary system was carried out by Lord Lisvane last month.

His report suggests far-reaching changes in areas from members' pay and conduct to the election of a chief minister.

Lord Lisvane supports the existing 'tricameral' system, made up of the House of Keys, LegCo and Tynwald.

But his report says LegCo members should be chosen by a new Nominations Commission - with a bar on sitting on sitting MHKs.

At present, MHKs vote-in members of the Council.

Former LegCo member David Callister says it offers a new direction.
