That's according to the Enterprise Minister who's decided to put the controversial plans on hold.
It was due to be discussed in Tynwald next week (21 November) but the department says it's been put on hold due to concerns which have been raised politically and by some businesses.
Tim Johnston told Manx Radio he will seek further engagement and 'come back in the new year':
