Tynwald to examine Lisvane review

Committee produces fresh proposals

Proposals to fundamentally alter the structure of the Manx Parliament will be looked at again when Tynwald next meets.

Lord Robert Lisvane made a series of recommendations for change in a report which was debated by members earlier in the year.

These included limiting memberships of government departments, and transforming the Legislative Council's role.

Many were voted on and sent through to a committee, which has now produced 13 fresh proposals for Tynwald to grapple with.

The committee makes a series of recommendations, building on July's debate and reflecting the voting at that time.

It suggests Members of the Legislative Council should not be departmental members, but does offer fall back options if this idea proves unpopular.

A recommendation with potentially wide-reaching implications is one which stresses government shouldn't automatically have a majority in Tynwald as a result of the number of Ministers and departmental members.

Others include a review of Legco elections after the 2018 vote, a new job description for the role of an MLC's, and for the President to promote diversity within membership of the court.
