Appeal lodged against Peel sewage treatment plant plans

Owners of field adjacent to site concerned over planning process

The joint owners of a field next to the site selected for a new sewage treatment works in the west have lodged an appeal against the recently-approved planning application.

The planning committee gave the project the green light last month, but an appeal was submitted following concerns over the planning process.

The appeal comes from a party that owns land next to the proposed works, and claims the incorrect planning procedure was followed, and the wrong information was supplied to the planning committee.

The appellants, who have permission to build 21 houses on their field next to the Manx Utilities site, say they made multiple submissions in response to the planning application, but that their feedback hasn't been taken into account.

Issues highlighted in the application for an appeal include concern over the availability of an Environmental Impact Assessment, a lack of alternative sites being considered, and a failure to apply strategic policies correctly when considering the plans.

A planning inspector will now consider the appeal, before the final decision rests with the minister for environment, food and agriculture.

In response, Manx Utilities said in a statement to Manx Radio: "Manx Utilities are disappointed that an appeal has been lodged against the planning decision for the proposed wastewater treatment works for Peel.
 
"A significant amount of work has been undertaken over the last ten years to identify the solution for the Peel catchment.  This includes assessing over 30 sites, carrying out local engagement to meet the needs of the community and completing a comprehensive Environmental Impact Assessment and subsequent planning application.
 
"Manx Utilities is undeterred and remains committed to deliver this critical national infrastructure, and to conclude the works as soon as is reasonably practicable to cease the continuous discharge of raw sewage into Peel Bay."
