The Manx Taxpayers Alliance says it's time for 'significant reforms' of the Department of Infrastructure to ensure 'value for money'.
Nick Black quit the chief executive role, and the civil service, on Friday, with immediate effect.
A statement from spokesperson Michael Josem said: "The Manx TaxPayers' Alliance welcomes the recruitment of new leadership to the Department of Infrastructure.
"It is time for significant reforms to improve the value for money for the benefit of the people of the Isle of Man."
Mr Black is being replaced by an interim chief executive – Emily Curphey.
In a statement he said it was time to 'make room' for someone new to lead.
