Review highlights 'lack of coordination across gov't agencies'

It follows the death of a vulnerable person in 2019

An independent review has highlighted a lack of coordination across government agencies, following the death of a vulnerable person last year.  

The report examines the 'distressing case' of a man in his fifties who died of natural causes whilst living in private rented accommodation, eight months after he was evicted from his local authority flat.        

The man, who's been named in the review as 'Mr H' to protect his identity, was known to medics and agency staff, who'd expressed concerns about his health, for more than fifteen years.

A lack of consistency in data-sharing and training at a local authority housing provider, and a lack of knowledge of statutory responsibility for safeguarding agencies across the Island is highlighted.

Its recommendations for government include regulation of the private rented sector as soon as possible, and the drafting of a 'Homelessness Bill'.

The review was commissioned by the Safeguarding Board, and is the first adult serious case management review to be undertaken on the Isle of Man.

The report was completed by Domini Gunn, who's an experienced inspector, housing professional, and author of multi-agency reports.

The Department of Infrastructure is working on implementing the recommendations and improvements highlighted in the review.

This includes a public consultation on a Landlord Registration Bill, which will take place shortly.
