Cregeen made errors but not a bully

Conclusions of report into union accusation

Education Minister Graham Cregeen "made some errors of judgement and demonstrated a lack of awareness of the sensitivities of others" but "this didn't constitute bullying".

The findings of an independent investigation into the minister's conduct at two meetings with the National Association of Headteachers.

The union made a complaint about what it termed "institutional bullying".

The written statement quotes Minister Cregeen as saying "I am pleased that the investigation has confirmed no bullying has taken place but I am sorry if any comments made were misunderstood".

The chief minister says it was a serious accusation and he has discussed the matter with Minister Cregeen.

Howard Quayle says this draws a line under the issue and work will continue with the unions on the new Education Bill.

The release doesn't say who carried out the independent investigation.
